yes , it is a clock .
DA is a world wide site , and visitors have different time zones , the problem is when a contest run in DA the dead line is confusing a little , because you don't know the time zone or lazy to calculate it , and you may read this line a lot when you enter official ones for example : "ENTRIES MUST BE RECEIVED BY 11:59:59 PM (PT) November 1, 2011."
so having a "standard " clock that show the current local time for DA -- not the GMT or UTC-- will be useful in contest and such .
the above suggestion is only demonstration , maybe someone say , that will increase the load time for the page , that can be solved by make a separate official page for that clock .

yes, happened to me i got confused with time at dA
once it even jumped back and forth for a contest
suddenly over when i submitted
(others with same problem there... blah
so they still let us in... quak)
but i think it was not an official contest...
at least it would be nice to have it say GMT or Eastern Standard (?) or whatever clearly...
but what you suggest (local time) is again better service
how would we be sure it's local time?
btw i don't have "Time" on my bar... did you paste it in?
